ABSTRACT

The private sector is in complete accord with export controls that protect the national security of the United States by limiting the export of truly strategic materials and technology and accepts that it is the responsibility of the US government to determine such controls. Foreign trade policies that hinder our trade in the form of export controls or denials beyond the absolute requirements of national security are contrary to the best interests of the United States. Export trade is a cornerstone of a strong domestic US economy whether that trade is conducted with the centrally planned economies of Eastern Europe and the U.S.S.R. or with the other countries of the world. "Even the most experienced and optimistic businessman recognizes the difficulty with which lost markets are recovered, and in the case of Eastern Europe and the Soviet Union, it is nearly impossible." Many in target country would argue against the benefits of East-West trade.
