ABSTRACT

This chapter analyzes the development of human resources in Ciudad Juarez, specifically with regard to health and education, and then turns to the utilization of human resources in the Juarez labor force, especially in terms of the maquiladora industry. Data from the Juarez Household Survey on medical care, diseases, and eating habits provide additional insight into the economic development of the city. The assessment of the development of human resources through the promotion of health reveals that Cd. Juarez is struggling with problems affecting the Third World, generally--that is, uneven access to medical facilities and poor and unbalanced diets among its citizens. An assessment of the use and enhancement of human resources by the maquiladora industry in Cd. Juarez raises serious questions about assembly operations as a development strategy. Recognizing the methodological difficulties, some assertions regarding the utilization and development of human resources in Cd. Juarez suggest themselves nonetheless.
