ABSTRACT

The actual breakthrough in the atmosphere and in the area of economic-technological cooperation that clearly signaled the Soviet return to detente with Peking came with the visit to China by First Deputy Prime Minister I. Arkhipov. Arkhipov was the most senior representative of the Soviet Union to travel to China since Prime Minister Kosygin's visit to Peking in September 1969. By all appearances, the visit progressed from beginning to end in a cordial atmosphere unprecedented since the Sino-Soviet rift. The visit's most important material result is likely to be an agreement pursuant to which a long-term trade agreement for 1986 to 1990 is to be concluded, permitting the coordination of the plans; preparations for this agreement are planned for the first half of 1985.
