ABSTRACT

In 1946 the United Kingdom submitted the name of Gibraltar as an "Administered Territory" with respect to which it would submit reports to the United Nations in accordance with Article 73e of the Charter of that organization and it thereafter submitted the required reports. The staff of the United Nations Secretariat and the Special Committee continued to grind out reports on Gibraltar and the Special Committee and the General Assembly continued to adopt measures on the subject; but basically things remained in a state of quietus. There is one problem which has a very great impact both on the general economy of Gibraltar and on population growth--the limitations on the availability of living space. The referendum itself was preceded by a heated campaign, both on Gibraltar and in Spain. The Gibraltarians and, of course, the British had passed up the opportunity to settle the matter on terms which were extremely favorable to both of them.
