The Peace for Galilee operation brought to an end processes in Syria's relationship with the Palestinian organizations, mainly Fatah Kastel Brigade, which had begun in the early 1970s. Yasser Arafat and the Fatah leadership were accused of failing to coordinate their actions with the Syrian army during the war in the south and during the siege of Beirut. The use of proxies was developed by Syria only gradually and began in full strength in May 1983, before the signing of the Israeli-Lebanese Agreement on May 17. The assassination of Bashir Jemayel is one example of a systematic Syrian policy of using the weapon of personal terror against its opponents in Lebanon and elsewhere. Most of the burden of fighting the Lebanese Forces and the Amin Jemayel regime was carried by the Druze. In the Mountain War, the Druze won an overwhelming victory over the Christian camp, and the Lebanese Forces and Phalange were expelled from the mixed areas.
