ABSTRACT

With the stunning massacre at Lod Airport and the brutal slayings during the Olympics at Munich in 1972, terrorism, with all its ramifications, became more apparent throughout the world. The committee's overall goals were to coordinate federal antiterrorism research, respond to research proposals from private individuals and organizations, and carry out projects assigned by the Working Group and member agencies. The Working Group represented the agencies on the Executive Committee on Terrorism as well as several others, some with a less direct involvement in countering terrorism. As a result of the National Security Council's review of the United States ability to counter terror, the State Department's Office for Combatting Terrorism was given a new mandate to coordinate America's response to both domestic and international terrorism. The Department of Defense can be viewed as having two roles to play in countering terrorism.
