ABSTRACT

The new interagency group is basically the same but added a representative from the office of the vice president. In discussions with individuals who either have functioned as staff members in State's terrorism office or had a continuing association with it as representatives of other departments within State or outside agencies dealing with terrorism, the organizational weight of the office became apparent. Organizational modifications were made in the sense that special weapons and assault team capabilities were developed and hostage negotiators were trained and assigned to field offices. The Central Intelligence agency was established by the Department of Energy Organization Act of 1977. The responsibilities of the Energy Research and Development Administration, the Federal Power Commission, the Federal Energy Administration, several regional offices, as well as functions of the Interstate Commerce Commission and the departments of Commerce, Housing and Urban Development, the Navy, and the Interior were included.
