ABSTRACT

In fact, the continuity in the basic American orientation toward the region and the level of United States involvement in the Horn since 1989 is striking. The United States remains the leading exporter of goods and services to the rest of the world. The prospect for American labor is indeed bleak as jobs become ever scarcer, accentuating the emiseration of the working class further. To the extent that we retain the cardinal point that economic forces are at the root of the formulation and implementation of American foreign policy, the nexus between the logic of American capitalism and the basic orientation of the policy elite will be apparent. The inescapable result has been that defense corporations have become the driving engine, not only of the United States economy, but also of American foreign policy pertaining to the international accumulation and transfer of arms.
