ABSTRACT
During the first eight years at the Community Mental Health Center (see Chapter 5), a federal grant covered needed treatments, with little concern for cost. When the grant ended in 1975, massive layoffs left both staff and patients bewildered and demoralized. This chapter describes the slow descent of an excellent mental health delivery system into the destructive business model we have today, the fee for service platform.
