The main basis for such an evaluation is to compute the cost and the effectiveness of these alternatives and then compare them. The critical aspect of this calculation, in terms of basic concept, is to confirm how effectiveness is to be measured. Even after a careful cost-effectiveness evaluation, there are still some factors that need to be considered before a preferred architecture is selected. These factors have to do with the ground-rules under which the system in question is being acquired. The ratings for the various criteria are shown on a scale. The meaning of each numeric needs to be explained, in words, so that the evaluations become more uniform and consistent among the evaluators. The evaluation process is also improved by several changes in procedure, otherwise known as a set of sensitivity analyses.
