ABSTRACT

Consistency between the different levels of aggregation is an important prerequisite for solid understanding and fruitful construction of theory. Any time allocation theory is only interesting when time resource supply is related to time demand or time requirements. Quanta of activities demanding time are to be packed into a container with a limited carrying capacity, and in this case the container is the human time-budget. Time resources arc a strategic determinant of the volume of projects and activities that a human population can perform. The aggregate potential time supply is a function of two basic variables, population size and the time period observed. Capabilities are carried by individuals rather than being tied to the population as an aggregate. Since population time is a fragmented resource, it must be mobilized in space and made physically accessible, a process implying a drain on this very resource.
