ABSTRACT

During the first quarter Cuba entered the five-year period delineated by the Third Congress of the Cuban Communist Party. At these sessions, personalities and issues are subject to scrutiny and evaluation, the accomplishments and failures of the past five years arc reviewed, and the goals for the coming five years are set. Reports from Cuba indicate that the book has created friction among party cadres who resent Castro’s concessions to the Catholic Church, and increased defiance on the part of believers. As Castro tends to react, it will be worth monitoring his subjective responses to objective conditions. Responses cannot be delayed too long, or Cuba’s situation could become further complicated by a loss of confidence in Castro’s leadership. The leadership accepts the fact that after twenty-six years it has failed to construct socialism and Cuba Socialist “new men” appear to prefer different life style. They seem disenchanted with waiting for the benefits of socialism, which may never become a reality.
