ABSTRACT

Provincial Plenum meetings organized by the Communist Party of Cuba were held before the celebration of the Deferred Third Congress during the first week of December. Both sets of meetings were almost totally devoted to assessing the Rectification Process. In Evaluating the Rectification Process a number of political meetings help to distinguish the actual results from rhetoric. In response, the CETSS adopted immediate measures regarding disciplinary matters, which included the substitution of functionaries, the revision of norms, and the suppression of bonuses. Theoretically, these measures should have been adopted by workers at each workplace. Fidel Castro is well aware of dilemma created by choice between social or economic investment. He stated at National Assembly of People’s Government: he must say, fellow deputies, that our country has been privileged country. To discover that sound management is at odds with these social objectives may prove to be painful. The leadership would not want to sacrifice these goals for the sake of economic development.
