ABSTRACT

The outstanding fact about the administrative structure of the crisis state is that it has had to be built up to meet the conditions of economic conflict and breakdown. The great fact about the crisis state is that it had to carry on its efforts toward administrative efficiency in the midst of tense battles. The Report of the President’s Committee on Administrative Management is a powerful plea for a rational governmental structure. There can be no doubt that the recently enacted reorganization bills will go a long way toward fitting together the loose joints of administration. In that sense the current researches of the Temporary National Economic Committee are more crucial toward the attainment of administrative efficiency than most of us may recognize. Ultimately the only effective alternative to a revolution of violence is an administrative revolution that builds within a culture the organic framework, strong and yet elastic, by which that culture may change and grow and therefore survive.
