ABSTRACT
An information technology of the system designing should provide a convenient representation of the models and their communications through a database. Risk management at designing is provided by expert systems with rules “if-then” and “by analogy”, semantic and frame networks. The physical approach to debugging and operational tests, monitoring and diagnostics, risk management and safety of complex system (CS) consists in the estimation of functional system abilities and their elements based on measurement of parameters and calculation of risk. The physical approach provides an information communication of tasks of testing, monitoring, risk and safety of CS on the basis of the parameter measurement. Management of state and development of complex system, and also its testing and operation will be performed by us as complex object control of the control theory. Accepting as few as possible variants constructive decisions, it is possible to provide higher reliability of each accepted decision.
