27This chapter is aimed at clients as well as designers; particularly where managed facilities are envisaged. It takes a more detailed look at the expanding range of options, considers how to go about deciding which course of action to take, and the extent to which planning systems may impact on decision-making and design. It considers a number of different neighbourhood contexts, working with existing buildings, the importance of maintaining social connectivity, and some scenarios that offer specific opportunities.

Whether a local authority, housing association, private developer, charitable body or an individual, every client needs to make a number of strategic decisions before embarking on a new project. A good brief will focus as much on social and organisational issues – how the building should feel, who will live there, how it will be managed, what sort of care and support will be needed – as on the physical spaces required.
