ABSTRACT

The starting up and shutting down are likely to cause periods of worse pollution emission. If there is a likelihood of occasional danger through air pollution, the construction of the complex in that form and in that place should not have been allowed in the first place. Just as an unfortunate geographical situation makes pollution have a bad effect on local climate, the same circumstances can produce a pollution problem because of the already existing climate. As a consequence, the local climate is dominated at certain times of the year by the effects of pollution. Every time a pollution danger appears it is caused by a complicated mixture of circumstances which overcome the restraints which have been adequate almost everywhere else. Perhaps the greatest objection to meteorological control is that it can be very costly in a highly developed industrial society.
