ABSTRACT

As shown in Figure 2, there are a number of key stages within the procurement process, ranging from strategic consideration to the performance of the contract itself. During the strategic stage, procuring officers from public authorities will consult with the technical departments and representatives of the user groups to help develop the business case. This will involve clarifying the business need behind the project and the benefits that the project will aim to deliver. Once these are established, the underlying objectives and procurement strategy, including relevant selection and award criteria, will follow. However, this is not simply about project initiation – it is intended to set a benchmark against which the project can be continually tested throughout its development to the ultimate realisation of the desired outcomes and benefits.
