ABSTRACT

The objectives of construction, design and development (CDM) 2007 have been generally retained, improved where not working as intended and clarified in a more concise set of documentation in the new 2015 Regulations. There is comparison between how CDM 2007 and 2015 define 'competence' in how duty holders' responsibilities are carried out. This chapter explores summary of the duty holders' responsibilities and a comparison schedule for CDM 2007 and 2015 to explain the changes to these responsibilities. The CDM Regulations involve a major change for clients. Client duties are extended, and the new function of principal designer will have limited involvement with the client. The client loses their main CDM 'advisor', but may choose to appoint one independently. Readers should acquaint themselves with the general principles and then refer to the completed primary source documents.
