ABSTRACT

Charles Arthur Kelly’s (1839?–1907) father was based in Brazil around the time of his birth, but Kelly himself was educated in Britain. On leaving the University of Oxford, he made his career in the Indian civil service, to which he was appointed in 1860. He arrived in India in November 1861, and followed the conventional route up through the ranks of the service, starting as assistant magistrate and collector in the district of Murshidabad, then promoted to joint magistrate and collector, and ended his career as district and sessions judge, a post he took up in 1879. He retired in January 1888.
