ABSTRACT

The author of this pamphlet expresses admiration for the British constitution, but admits that the whole British empire is in a state of crisis and reforms are necessary. He advocates a confederate empire, made up of the British Isles and British colonies in North America and the East and West Indies. Each part of the empire should be given or retain its own Parliament for internal affairs, but should elect representatives to an imperial Parliament in London to decide how defence costs should be shared. All parts of the empire should benefit from extensive religious toleration and free trade. All parts should also have the right to withdraw from the confederation if aggrieved, although the author hopes that all parts would recognize the benefits of remaining in such a strong, prosperous and liberal empire.
