This chapter covers the hard criticism directed at the Kennedy administration concerning the existence of Soviet troops in Cuba, and the suspicions circulating in Congress that there still existed “offensive” Soviet weapons at the island. The chapter also covers the discussions of, and the different opinions concerning, the aerial reconnaissance of Cuba and the strengthening of the measures of economic warfare toward Cuba, the latter through the prohibition of shipments financed by U.S. governmental departments on foreign flag ships engaged in the Cuba trade. The chapter also covers the plans for a future military invasion of Cuba, as well as the activities for isolating Cuba in the OAS.
