ABSTRACT

In seeking a reasonable form for the State we assume that there is a “natural” or “normal” form for the nation. Communists, royalists, liberals, conservatives, whatever our political bias, trend, or school of thought, we tend to shape up our community in order to make it fit in with our idea of what it ought to be. And the question arises— whether amongst all these “ought-to-be’s” which offer themselves to people’s imaginations. Nature has not already made up her mind by suggesting, and even preferring, one definite form of community more in harmony than any other with her deeper laws.
