ABSTRACT

The bifurcated urban-rural structure is the root cause of deep-seated contradictions. The long-term implementation of a policy has led to the formation of a bifurcated urban-rural economic and social structure unique to China. “Coordinating urban-rural economic and social development” was first put forward in the political report of the 16th Chinese Communist Party (CPC) National Congress as an important principle of building modern agriculture, developing the rural economy, and increasing the income of farmers. The goal of rural reform in the future is to achieve economic and social integration of urban and rural areas. Achieving urban-rural economic and social integration is an ambitious and grand goal. The Decision of the 3rd Plenary Session of the 17th CPC Central Committee proposed that efforts should be made to break down the bifurcated urban-rural structure and to form a pattern of economic and social integration of urban and rural areas.
