ABSTRACT

The integration of what is meant by knowledge as an additional element in the Institutional Analysis and Development framework has far-reaching consequences. Crucial is the knowledge of constraints and opportunities emerging from ‘attributes of the physical world’, ‘attributes of the community’ and ‘rules in use’. In addition to the content, the arrangement of a knowledge order also refers to the structure and processes through which the formation and reproduction and changes of a knowledge order evolve. In Munich, a kind of ecological economism characterizes the content of the knowledge order. Frankfurt’s knowledge order is in respect to its content characterized by a dual approach of ‘aestheticizing’ climate protection within the cityscape on the one hand and the attempt to ensure the city’s readiness for the future on the other. According to the study by Hubert Heinelt and Lamping, the mechanism plays a decisive role in the formation of a knowledge order in the ‘causal field’ of local climate policy.
