The Transitional Administrator reengineering ended up in two phases of investigation, inquiries into both the internal and external intervention factors. “Just plain wrong” are powerful words and invoke a cautious approach to this reengineering and its implications. This chapter discusses some reviews of the cognitive behavioral therapy (CBT) program implementation at Juvenile Temporary Detention Center (JTDC) and focuses on identification and understanding of the internal active ingredients. The JTDC CBT included homework intended to increase the frequency and duration of cool associated with decision-making. CBT 2.0 stresses active engagement on the part of youth as an important change agent; the trauma-responsive model encourages the active engagement of staff through relationships. The Dupage model held that the teaching of social skills is at least as important as CBT; social skills are the grease and oil that lubricate human relationships.
