Reform includes an identification and implementation of changes in the organizational and social structures. D. C. Gibbons, J. L. Thimm, F. Yospe, and G. F. Blake maintain that the strategic planning associated with these reforms should include designs to change the responses of offenders and to address the “root causes” of their misbehaviors. Members of the Model Unit Technical Team included Carol Cramer Brooks, Bernie Glos, Wayne Liddell, Terry Martinek, Jim Moeser, Sharon Grant, Kathy Starkovich, Elbert Muhammad, and Brenda Welch. Dunlap had to resolve the operational difficulties associated with the unmanageable size and complexity of a 498-bed juvenile detention facility before he could initiate his plan for a new daily operational strategy to improve conditions. Program planning is both an art and science. Policy and procedural supports are necessary, especially when the following threads are woven throughout the vision, its associated forethought, and a conceptual frame driven by a passion to create something of worth.
