ABSTRACT

The globalization of education provides many opportunities for many countries for the realization of their education system-wide goals. There are many factors that have led to the explosion of interest in distance learning, yet the two main factors are the growing need for continual skills upgrading and retraining and the technological advances that have made it possible to teach more and more subjects at a distance. Faced with new training demands and new competitive challenges, many institutions, especially institutions in Malaysia, need to undertake profound changes in terms of governance, organizational structure, and modes of operation. More and more traditional universities are rapidly transforming themselves from single-mode to dual-mode universities, recognizing the importance of distance education in providing students with the best and most up-to-date educational resources available in addition to the traditional teaching methods that they receive. Therefore, a new and updated policy is essential as well as the establishment of a center that is able to promote high quality e-learning applications and provide quality standards criteria for designing, production, and publication of digital educational material.
