ABSTRACT

This chapter discusses the macroeconomic trends and problems and move on to the implementation of the Reconstruction and Development Programme and the events that led to the formulation of the Growth, Employment and Redistribution strategy. Reconstruction and Development Programme attempts to integrate 'growth, development, reconstruction and redistribution into a unified programme'. The chapter also explains ones dealing with the more or less direct delivery of items that are directly related to the welfare of the citizens. The key program deals mainly with education, which also have been included among the basic needs, but which is singled out for special treatment in the Reconstruction and Development Programme. A government white paper on reconstruction and development outlined the policies deemed necessary to carry the program out. In the same way as the Growth for All vision, this document views growth as a necessary condition for both employment and redistribution.
