ABSTRACT

This chapter presents a look at the nature of the policy problem as it relates to service delivery at local government level, in three particular contexts: of local level grants mechanism; of specific service delivery considerations at local level; and of the role of civil society organizations and their engagement in local governance. It considers reform efforts on local governance reforms and service delivery by selected countries from among those covered in the study. Even as countries have undergone decades of reforms on local governance, there are still challenges that countries in Developing Asia face on local governance, particularly with reference to decentralization. The new frontiers in promoting good governance and public sector management are in bringing together civil society organizations (CSOs), local governments, and the private sector. CSOs are gaining in strength in terms of being able to work with governments, particularly at the local level.
