ABSTRACT

This chapter presents a discussion on the key dimensions of property rights and rules-based governance, including the legal framework for secure property and contract rights, the quality of the legal and judicial system, and crime and violence as impediments to effective public sector management. It looks at issues in the business regulatory environment across the countries of Developing Asia. Particular focus is placed on entry, competition, and exit provisions for business, as well as regulation of factor markets. The chapter deals with a brief discussion of issues and challenges faced by countries of Developing Asia on this particular theme. The issue of transparency of information is also critical in the study on contracting rights. Governments have been aware for quite some time that this is an issue that needs to be tackled with urgency. The government of Pakistan translates laws into Urdu, the national language; and similarly, provincial governments also publish laws in local languages.
