ABSTRACT

This chapter deals with a brief discussion on the concept of state capture, followed by that on transparency and accountability. It looks at the work of relevant institutions that exist in a country, including Public Accounts Committees, and Anticorruption Commissions, and also on asset declaration. The chapter provides some key issues and challenges, in particular, focuses on public procurement and the role of civil society organizations. State capture denotes a situation in a country when a select group is able to use the formal structures and processes of power to influence public policy for its own welfare, and seeks to perpetuate it. The problem is magnified when there is a lack of competition in the public sector in all facets such as in political representation, public procurement, market entry, and licensing. All jurisdictions have relevant acts and provisions for public officials to declare their assets and wealth.
