ABSTRACT

China’s local green development has occurred against a background of severe environmental pollution and been influenced by international, national, and bottom-up powers. International organizations and actors are entering environmental governance in China through cooperation and the active exchange of ideas and technologies with local government. Global consumers constitute a much more important factor for local green development, through the power of the market. Chinese local governments routinely encourage businesses to target the global market, and green consumerism is one global trend that is highly relevant to Chinese firms. “Green consumers” are “ordinary people who believe that businesses have a vital role to play in the struggle to preserve the environment”. Chinese businesses are central actors in the shift towards green practices in the international market. The Chinese central government is promoting favorable policies and regulations to encourage local governments to pursue green development.
