ABSTRACT
Green development strategies have altered the appearance of these three places, Shanghai, Baoding, and Wuning, and have accompanied their industrialization and urbanization processes. The powers of entrepreneurs, local officials, and guanxi together have shaped the pathway of the local green development. Green development strategy in Shanghai, Baoding, and Wuning was closely related to their “green” businesses. The idea to develop “green” businesses was born in the minds of entrepreneurs. The green development strategies can be traced back to the entrepreneurs. The entrepreneurs first searched for an alternative development path for the locality. After the period of reform and opening-up, the liberty to pursue economic wealth was nurtured, enabling entrepreneurship and dynamic changes. “The entrepreneurs must experiment with new production lines. In the Chinese political and economic contexts, the power of the local Chinese Communist Party leader is a decisive factor in terms of which industry receives support and which development strategy is pursued.
