Public opinion itself in many countries has to be aroused by autonomous Jubilee 2000 committees, both at national and at local level. A meeting of Jubilee 2000 organisations of 40 separate countries was called in Rome in mid-November, 1998. In the Jubilee 2000 campaign the roles of government decisions and popular pressure are likely to follow the same pattern. Jubilee is likely to be implemented through negotiations between governments, debtor and creditor, and International Financial Institutions. A certain degree of flexibility will be needed in the timing of the implementation of the remission. Professor Kunibert Raffer has coupled his recommendation for an equivalent to the bankruptcy procedure, with the idea for a precise implementation procedure conducted by an independent body, with a neutral chairman, on which debtor and creditor would be equally represented. An additional tactical objection is that of the length of time which the procedure is likely to take.
