ABSTRACT
The completeness of the diplomatic revolution is even more striking if it is considered in connexion with the negotiations for the renewal of the Triple Alliance. In the third treaty the allies had made provision for the inclusion of Great Britain in the alliance. If Germany were at war with Great Britain, France would seize the opportunity of attacking Germany. In order to anticipate a French attack Germany would have to declare war on France. If Germany directly attacked the Anglo-French agreement, then France and Great Britain would also consider the question from the point of view of general policy. France and Great Britain would resist any German attempt to destroy their entente. The concern felt in Germany at the redistribution of the British fleet was increased by a vote in the French Chamber in favour of a large naval programme.
