ABSTRACT

Corruption is not merely a disease of our government. Corruption is a chronic malady of our society. There is a tendency today to view corruption as a phenomenon only of governmental function. This attempt to delimit the range of corruption to the governmental field and to ascribe to it the present plight of the country tends to obscure the real cause of our backwardness and poverty. Are we backward because we are corrupt? Or is there a more basic reason for our economic poverty? Is corruption the cause or is it merely an effect? The attem pt to make corruption the primary problem of our national life seeks to make us forget the real cause of our degradation and of our apparently inherent propensity for corrupt activities.
