ABSTRACT

Using the transition theory as the basis, ‘parleying’ seems to be the key to a successful passage to democracy. In South Africa, apartheid is no more and, after years of struggle, the régime’s opponents and reformers finally reached a negotiated solution. Trade unions like COSATU played a pivotal role in the fall of apartheid, and are now very active in implementing the process of transition. However, will the new democracy satisfy a civil society that has little experience of social, economic and political equality?
