ABSTRACT

Maricopa County Sheriff Joe Arpaio’s racial profiling of Latinos and his demagoguery of the immigration issue was a model for Donald Trump’s 2016 campaign. Arpaio was subsequently rewarded by Trump with a presidential pardon when he faced jail time after being convicted of criminal contempt for not following a federal court order to stop using the guise of law enforcement to profile Latinos. This chapter takes a look at how and why the flamboyant former sheriff built a political empire by abusing the power of his office to harass Latinos.
