ABSTRACT

This chapter demonstrates how to project the impact of a new development shown in the city’s comprehensive plan based on the fiscal impact of existing development. It shows that two methods of projecting fiscal impact which are named Comparable Development and Factor Based. The city officials in Bloomington used the overall city-wide analysis maps to see the fiscal impact of existing development. A big benefit of using Geographic Information Systems to analyze fiscal impact is the ability to visualize the results and summarize them by a wide variety of cross-tabulations. The city of Bloomington has a Comprehensive Land Use Plan, prepared by the McLean County Regional Planning Commission and adopted in 2015. The chapter illustrates how to do what Bise describes as a “project analysis”, in which the data derived thus far would be used to project the impact of a proposed new development.
