ABSTRACT

The Enterprise Spatial Planning Fiscal Impact Analysis System is a ­forward-looking way toward achieving the ideal transaction processing system, in which every dollar of revenue and expenditure could be traced to location. Municipal operations could be structured and streamlined in such a way that everyday operations could be tracked by location, thus creating an Enterprise Spatial Planning and Fiscal Impact Analysis System. Each department in a city has in common their expenditures. They also need to budget for their operations and present their requests based on the factors that contribute to the cost. The key organizing mechanism to the enterprise system would again be the parcel base map, using the tools of geographic information systems. The chapter describes some of the data needs for the Spatial Method to work within a Fiscal Impact Enterprise System. The spatial method allocates general government funds based on population, market value and employment.
