ABSTRACT
Chapter 9 explains the needs identification state, one of the most complex states in the SDP, which contains the early state systems engineering activities addressing the problem and determining the conceptual solution. The tools the chapter discusses include analysis of alternatives (AoA) and feasibility studies. The chapter concludes by explaining the process for creating systems and the role of the systems engineer in the state.
