ABSTRACT

This paper offers analysis of the government of the People’s Republic of China’s counterterrorism regulation and action in the Xinjiang Uyghur Autonomous Region in relation to the cultural rights of the Uyghur people. The Chinese government argues that its regulation and action forms part of preemptive measures against terrorism in Xinjiang. However, many believe that what is really happening is far from that; there are serious cultural rights violations. To this end, this paper will investigate whether the Chinese government’s action violates the cultural rights of the Uyghur people and whether or not it can justify its actions in counterterrorism terms.
