ABSTRACT

The mission to advance an understanding of the KP displacement through a comparative lens continues with a systematic exploration of the challenges of the displaced ethnic Serbs. The ethnic Serbs that fled from Kosovo in 1999 remain displaced within Serbia after almost two decades. Although Kosovo declared independence from Serbia in 2008, Serbia has not recognized Kosovo’s independence and treats the border between Kosovo and Serbia as an “administrative line” under shared control. Consequently, the ethnic Serbs who fled from Kosovo and have been living in exile within Serbia fall under the rubric of the “internally displaced” as opposed to refugees from the bordering country. Under this understanding, the displacement of this ethnic minority displays essential similarities to the ouster of the KP community, relating to the cause of displacement, magnitude of those who fled, time in internal exile, and the level of human suffering. Dugan’s Nested Model is used once again to decipher the overlapping challenges of ethnic Serbs.
