ABSTRACT

This chapter examines the urban renewal process in Shanghai since the 1950s and the characteristics of different stages and analyzes the present problems and conflicts of urban renewal in the land leasing programmes. It explains the two-level administrative system and its impact on both land leasing and urban renewal and discusses the alternative strategies for the future urban renewal of Shanghai. In 1986, a new development strategy was ushered in to develop Shanghai’s economy which consists of three sections: the guiding principal for Shanghai’s economic development, the policies and tasks for Shanghai’s Economic Development Strategies and measures taken for the reform of the urban economic system. In 1988, the municipal government made the development of Shanghai’s tertiary sector a priority, and adopted a series of policies on land reform. The two-level administration is a major reform in the urban administration and management of Shanghai, and is different from other cities.
