ABSTRACT

This chapter attempts to describe the ground for policy improvements by pointing to problems regarding control methods and international undercover operations. It suggests that the creation of an international tribunal for the express purpose of controlling such operations. With police agencies often engaging in cross border undercover operations, the question then is how to control these operations and the officials who run them. Working undercover is one of the most difficult jobs in law enforcement. For US federal law enforcement agencies, cross border undercover operations are particularly tempting as a way to make the bosses look good. The judge was especially incensed that the ‘undercover’ that was a criminal looking for time off had been given so much leeway in organizing the sting. The undercover operatives manipulated their superiors into targeting the bank by suggesting the bank as the place to open accounts for the sting.
