ABSTRACT

This chapter argues that the functions of intelligence agencies and law enforcement are not compatible. Many of the problems can be highlighted by the case of Operation Quarry, which was led by the US Customs Service in collaboration with the British Customs and Excise, and under the watchful eye of British military intelligence and the CIA. Police and intelligence agencies have different mandates, methods and roles. The shipment was received by Omar Latif, the Iraqi Airways station manager and a reputed member of the Iraqi intelligence. The target was Euromac, a company allegedly involved in the illegal transfer of sensitive technology to Iraq before the Persian Gulf war. Euromac was a company established in the outskirts of London in 1987 in order to take advantage of the trade initiatives promoted by the Department of Trade and Industry following the end of the Iran-Iraq war.
