Credit was becoming increasingly tight and the merchants developed a more cautious approach to persons soliciting trust. People who are dependent on getting goods on credit, like Chen Quan, Deng Shoufu, and Weng Guiyou, generally use two shops. Thus the market-town shops form one of the most important sources for the farmer to obtain credit for his enterprise. The Hong Kong Government, through its Department of Agriculture and Fisheries, extends credit facilities from a number of funds to the rural population of the New Territories. The further investigation in the Department will take at least six months, and if the farmer in the end gets any money at all, it is much too late.” The technical installations represent expensive equipment, and it is the close co-operation of the society with the Department of Agriculture which has brought about the financing of the costly projects.
