ABSTRACT

This chapter reviews the changing relationships between research organizations and business enterprises in China. The three-tier Chinese research system is described and the top-down and bottom-up mechanisms which influence particular research programmes are outlined. The research focused on patterns of collaboration between enterprises and research institutions by examining data gathered from the scheme for National Awards for Scientific and Technological Progress which recognized domestic achievement in China. The findings suggest that closer linkage between research and production is being achieved by the extension of internal capabilities either within research organizations or business enterprises, rather than through the extension of formal collaboration between the two sectors.
