ABSTRACT

This chapter aims to describe and explains how stated transport policies have changed in Denmark, the Netherlands and Sweden in the period 1987-1997. It focuses on national policies for passenger transport with particular emphasis on the question of environmental sustainability. Danish transport policy debate was also increasingly influenced by international issues, such as the coordination within the European Community. The basic view of the problems of the Danish transport system was inspired by the Brundtland Commission. The effects of transport on the environment were focused on and divided into three categories: global, regional and local. The environmental problems of the transport sector became an important political issue. The most important new element in the Danish, Dutch and Swedish transport policies in the 90s was, however, the introduction of a new goal: environmental sustainability. A cycle in transport policy can be analysed in terms of different stages. The analysis of the new cycle is based upon D. Starkie's theoretical perspective.
